Don't Eat To Early/ Who Is The Rasha

The Ramban in Mitzvat Asseh that the Rambam forgot #12 counts a לאו הבא מכלל עשה not to eat the Pesach before nightfall.  Why by this mitzvah in particular is there a special prohibition to avoid doing it before the proper time?

The Sforno Bo (12:26) explains the question of the son מה העבודה הזאת לכם is why is this korban offered at a non-regular time, not on a holiday and after the תמיד של בין הערביים?  The answer the Torah says isלה' אשר פםח וכו'  זבח פסח הוא, the korban is offered because Hashem passed over our houses at night, however, since one can’t offer a korban at night its offered in the day.  Based upon this, its understood that the Torah must give an additional warning not to eat it in the day for one would have thought if the הקרבה is done in the day (Or Avrohom.)

בן רשע מהו אומר (שמות יב) מה העבודה הזאת לכם מה הטורח הזה שאתם מטריחין עלינו בכל שנה ושנה מכיון שהוציא את עצמו מן הכלל אף אתה אמור לו (שמות יב) בעבור זה עשה ה' לי לי עשה לאותו האיש לא עשה.  אילו היה אותו האיש במצרים לא היה ראוי להגאל משם לעולם. (Yerushalmi Pesachim 70b.)  Is אותו האיש  the בן רשע like the simple interpretation or is it someone else?
