The idea of כמאן דמהילא דמיא, Rav Yosef Engel explains is that milah is representative of the kedusha that Klal Yisroel has; hence a woman has that kedusha so she is considered מהול. He understands that is the intent of the Rif at the end of ר"א דמילה that explains a woman is included in המול ימול since she is part of Klal Yisroel.
The Rambam Milah (2:1) says הכל כשרין למול ואפילו ערל ועבד ואשה וקטן מלין במקום שאין שם איש. It's clear that he rules a woman can do the milah but לכתחילה it should be performed by a man. Why, if the woman can do the milah, why is she worse off than the man? Rav Sternbruch (Hilchot HaGra #193) says
in the name of Rav Baruch Ber that a woman is considered to be נימול, nonetheless, she is lacking a מעשה מילה. Since a man has that aspect of milah as well, it is preferable for a man to do the mitzvah.
