Questions On Rashi

Rashi says (39:43)  He said to them, “May it be His will that the Shechinah should rest in the work of your hands. And may the pleasantness of the Lord our God be upon us…” (Ps. 90:17), and this is one of the eleven psalms in “A prayer of Moses” (Ps. 90:1). Why does Rashi need to tell us its one of thew 11 songs Moshe said in Psalms?  Why does Rashi interpret the blessing as a prayer?  Furthermore, Rashi in Shemini (9:23) reverses the order and says And may the pleasantness of the Lord our God be upon us before May it be His will that the Shechinah should rest in the work of your hands.  Why does he switch the order?  And why does he not point out that its in Tehillim over there?
